Outlook 2013 has a more stringent start up time for loading Outlook add-ins. If the average startup time over the last five attempts to load an add-in is greater than one second, Outlook will consider that add-in to cause the slow startup and will disable it.
You can determine if Outlook 2013 has listed an add-in as Disabled via the File menu. Click the ‘Manage Add-ins‘ button to see the list of Slow and Disabled Add-ins.

Outlook 2013 Disabled Add-ins
Sometimes the AOnePolClient Addin can get listed here as a disabled add-in. If the add-in is disabled, the user should re-enable it. If the add-in is disabled, the user will be unable to retrieve messages by double-clicking them.
